Hi, yes it is! I dont have such issues so perhaps you have a custom control profile with wrong calibration.

Could you please check is the virtual rudder pedals in the 3D cockpit corresponds to the 50% control deflection or not? (Or rudder in external view) 

If not than you should check your control settings first and perhaps delete response curve and other control sensitivity settings.
