If you run X Plane 11 in Vulkan mode you will not see any window rain effects. Librain is currently the only freeware addon that simulates window rain in X Plane and is not compatible with Vulkan. xEnviro also has rain effects (in both Vulkan and Open GL) but it is not freeware. If you wan to see window rain effects, you have to run X Plane in Open GL mode AND have a plane that has Librain integration.
